Find your local water report
Your utility must publish a water quality report (a Consumer Confidence Report) every year by July 1[83]. Search by ZIP code, or on a private well, test through a state-certified lab.
Is bottled water the answer? Not for plastics. A 2024 study of three bottled-water brands found about 240,000 plastic particles per liter, roughly 90% of them nanoplastics[76]. Filtering tap water into glass or stainless steel avoids the bottle altogether.

The most completely certified under-sink system we found. Its October 2024 data sheet lists WQA certification for 96.3–97.6% fluoride, 93.1–96.3% chloramine, more than 99.9% of seven PFAS compounds (with the Total Defense cartridge), 96.8–99.7% lead, 97.2–99% arsenic, 99.9% of VOCs and more than 99.4% of microplastics. Its June 2026 IAPMO performance data sheet certifies 93.5% fluoride, 97.5% PFOA/PFOS, 99.1% lead, 98% arsenic and 96% chloramine reduction, and Water Filter Guru's lab found no detectable fluoride after filtering (from 1.7 mg/L). The trade-offs: it sends about three gallons to the drain for each gallon it filters (25% efficiency), and it made about 33 gallons a day in testing against a 54-gallon rating. The top under-sink pick of two independent testing sites, Water Filter Guru and Quality Water Lab. In their lab tests, fluoride, lead, uranium and disinfection byproducts were not detected after filtering, and after 12 months on the original filters fluoride was still undetectable. It puts calcium, magnesium, potassium and zinc back and wastes about one gallon per gallon filtered, far less than most RO. Its only certification covers total dissolved solids (NSF/ANSI 58), so its PFAS figures (over 98%) come from the maker's lab.

Every claim on the box is certified by WQA: 90% fluoride, 98% PFOA/PFOS, 96% chlorine and chloramine, 96% pesticides and herbicides, 99% microplastics and 99% lead. Water Filter Guru found fluoride fell from 2.2 mg/L to below detection. Three things hold it back: its 'remineralizer' mostly raises pH rather than restoring real minerals, the lab found chloromethane in the filtered water, and its filters cost more to keep up than most RO systems here.

The maker's independent lab (IAPMO's New Jersey lab) tested it through its full 2,000-gallon life: over 90.65% fluoride, over 99.6% PFOA and PFOS, over 99.99% glyphosate, over 95.3% chloramine and over 99.3% lead, and Water Filter Guru's test found no detectable fluoride after filtering. Only its chlorine claim is certified.

The best plastic-free filter we found. It's a 304 stainless steel gravity system with ceramic filters, and with the Ultra Fluoride cartridges Water Filter Guru found no detectable fluoride in three separate lab tests. Chlorine, chloroform and E. coli from pond water were also not detected after filtering, and it keeps your minerals. Its NSF certification covers microplastics, cysts and particles, not fluoride or lead, and the first test found some aluminum leaching from the fluoride media. It's slow: about a third of a gallon an hour.
Best forAnyone who wants stainless steel and no plastic tanks
A non-electric, dealer-installed RO system with certified 95.5% fluoride, 99.3% arsenic and 98.1% lead reduction. Its MACguard filter shuts the water off when the cartridge is used up, so you never drink through a spent filter. Kinetico says its PFAS claim is WQA certified, but the public data sheets we found date from 2012 and 2015, and replacement parts come only from dealers.

Our top pitcher for fluoride. Water Filter Guru's lab found no detectable fluoride after filtering (from 1.1 mg/L), and the maker's lab reports over 99.5% fluoride, 99.6% PFOA, over 99.8% PFOS and over 99.99% glyphosate. Only its chlorine claim is certified, the pitcher is Tritan plastic, and at about 60 cents a gallon in filters it gets expensive for a family.
A small, fluoride-focused brand that uses a bone-char-style fluoride media (FluorSorb-MAX) with no reverse osmosis, so your minerals stay. Two independent lab tests paid for by reviewers (one on its countertop twin, which uses the same cartridges) found fluoride dropped to undetectable, and trihalomethanes fell from 36 ppb to undetectable. It holds no certification, and each cartridge set is rated for only 500 gallons.

We counted every replacement cartridge each filter needs over three years at 1.5 gallons of drinking and cooking water a day, replacing each one at its time limit or its gallon rating, whichever comes first. A $38 pitcher with 15-gallon filters ends up costing more than most under-sink systems.

It's an editorial assessment built from certification records and published lab tests, not a universal safety grade and not our own lab testing. Price and household fit (capacity, speed, size and setup) aren't part of the score; we show them in each review and in the cost chart.

Adding things costs points. If an independent test found a filter adding aluminum, sodium, zinc or solvents, it loses points.
Why fluoride is our dividing line, and why minerals matter
Fluoride is the one contaminant in this guide that's added to water on purpose. In 2022, 62.8% of Americans received fluoridated water at a recommended level of 0.7 mg/L[68]. In August 2024, the National Toxicology Program concluded with moderate confidence that fluoride above 1.5 mg/L is linked to lower IQ in children. It also found the evidence insufficient to determine whether the U.S. level of 0.7 mg/L affects children's IQ[67]. Utah and Florida banned community water fluoridation in 2025[69], and EPA is reviewing fluoride in drinking water, publishing its assessment protocol in August 2026[70].
That's why our score treats fluoride as a priority: many families want it out of what they drink every day, and only a few filter types can do it. Reverse osmosis, bone char and specialty fluoride media, and activated alumina work. Standard carbon, the heart of most pitchers, fridge filters and whole-house systems, does little to nothing.

Put the minerals back. Reverse osmosis removes the good with the bad. Pick a system with a real mineral stage (Cloud RO adds calcium, magnesium, potassium and zinc; AquaTru's Mineral Boost filter adds calcium and magnesium), or add trace mineral drops to your filtered water. And keep eating mineral-rich foods like leafy greens, pumpkin seeds, avocado and bone broth.

How to read a water filter certification
NSF, IAPMO and WQA are all accredited to certify filters. A certification covers only the specific claims listed for that model, so a standard number alone doesn't tell you what a filter removes[85]. Check that the contaminant you care about appears on the listing or performance data sheet. “Tested to NSF standards” means the brand paid for a test; it isn't a certification.

Best stainless steel & gravity filters
Gravity filters need no power or plumbing, and the best ones keep your water in stainless steel. But the filter elements vary enormously, and fluoride is where most of them fall down.

If your city uses chloramine (about 1 in 5 Americans), most shower filters won't help much. Vitamin C neutralizes chloramine[62], but no vitamin C shower device holds a certification yet, so choose one that publishes test data.
Alkaline, ionized and hydrogen water
Ionizers and hydrogen machines change the water's pH or add dissolved hydrogen, but the filtering happens in a small built-in cartridge, and none we found is certified to remove fluoride. Our rule: filter first, then alkalize. Get fluoride and chemicals out with a proven filter, then add minerals or hydrogen on top.
What does the research show? A 2026 review of alkaline water found few high-quality trials, with modest early signals for reflux and hydration[64]. Hydrogen-rich water has more human data: a 2026 analysis of 13 randomized trials found small drops in LDL and total cholesterol[66], and reviewers describe the evidence as encouraging but early[65].

When the label promises more than the lab finds
“Tested to NSF standards” is not the same as “NSF certified.” Certification means an independent body verified that exact claim on that exact model. These are the biggest gaps we found.
The Santevia MINA alkaline pitcher says it adds minerals. Water Filter Guru measured calcium down 71%, magnesium down 49% and fluoride up 9%[79].

Water is the thing you put in your body most often, every single day, so it's worth getting right. My non-negotiables are simple. First, get the fluoride and chlorine out, along with the chemicals that come with modern tap water: PFAS, lead, pesticides and plastic particles. For most homes, that means reverse osmosis or proven fluoride media at the kitchen tap.
Second, put the minerals back. Calcium and magnesium belong in your water, so choose a system that restores them or add trace minerals. Third, favor glass and stainless steel wherever your water sits.
And buy the proof, not the promise. A filter with a lab report behind it beats a filter with a longer list of claims.

Frequently asked questions
What is the best water filter overall?
The AquaTru Carafe with Alkaline Mineral Boost ($395). It's certified by IAPMO to remove 96.4% of fluoride on average, 99% of PFOA/PFOS, 99.2% of lead and 98.8% of arsenic, it collects your water in a glass carafe, it needs no installation, and its Mineral Boost filter adds calcium and magnesium back. The $375 standard version filters the same way but skips the mineral stage.
How much does a water filter cost to own?
Over three years at 1.5 gallons a day, counting every replacement cartridge at its time or gallon limit, our do-it-yourself picks run from about $765 (AquaTru Under Sink) and $914 (AquaTru Carafe with Mineral Boost) to $1,705 (British Berkefeld with Ultra Fluoride). Dealer-installed systems run about $1,800–$3,570. Cheap pitchers can cost the most: a $38 ZeroWater pitcher needs about 109 replacement filters, roughly $2,054 in all.
Which water filters remove fluoride?
Reverse osmosis systems, bone char and specialty fluoride media, and activated alumina. Certified options include the AquaTru Carafe (96.4%), Culligan Aquasential RO (96.3–97.6%), Kinetico K5 (95.5%), AquaTru Under Sink (93.5%) and Aquasana SmartFlow RO (90%). In independent lab tests, fluoride wasn't detected after filtering with Cloud RO, British Berkefeld with Ultra Fluoride cartridges, and the Clearly Filtered pitcher and 3-Stage. Brita, PUR and Aquasana Claryum don't remove fluoride.
Is Berkey a good water filter?
Berkey's stainless steel design is excellent, but its filters are the problem. Black Berkey elements are under an EPA stop-sale order that a federal appeals court let stand on Sept. 18, 2026. Fluoride results with PF-2 filters ranged from a 50% drop to not detected in independent tests, and the PF-2 media added aluminum. The newer Phoenix elements are certified only for chlorine taste and odor. We score it 6.5/10 and recommend British Berkefeld with Ultra Fluoride instead.
Does Rorra remove fluoride?
No. Two independent lab tests measured 0% and 4% fluoride reduction, and Rorra doesn't claim fluoride removal. It's a well-made 316L stainless steel filter with strong manufacturer data for PFAS (99.58%) and lead (99.6%), but its certifications are still pending.
What about pH Prescription?
pH Prescription sells under-sink, RO and whole-house systems with alkaline and hydrogen stages. It claims up to 99% reduction of fluoride, PFAS and chloramine, but we found no certification listing and no published lab reports, so we haven't rated it. We'll score it when test data is available.
Is reverse osmosis water healthy?
RO removes more contaminants than any other home filter, including fluoride and PFAS, but it also removes calcium and magnesium (94% in one lab test). Choose a system with a remineralization stage, like Cloud RO or AquaTru's Mineral Boost versions, or add trace minerals to your water.
Do shower filters remove chloramine?
Most don't. The only shower certification, NSF/ANSI 177, covers free chlorine, and common KDF and calcium sulfite filters did poorly on chlorine in independent tests. Vitamin C neutralizes chloramine, but no vitamin C shower device is certified yet. If your city uses chloramine, look for a vitamin C filter that publishes test data.
Can a whole-house filter remove fluoride?
Some claim to, but fluoride media wears out far faster than carbon, so whole-house fluoride claims are hard to trust. The better approach is to remove fluoride at the kitchen tap with RO or proven fluoride media, and use a whole-house system for chlorine and chloramine.
Are stainless steel water filters better than plastic ones?
Stainless steel and glass keep plastic away from your finished water, which is why they score higher on our Clean Contact pillar. But the filter media matters more than the housing: Rorra and Alexapure are stainless steel, yet they didn't reduce fluoride in independent tests.
How do I know what's in my tap water?
Your water utility must publish a Consumer Confidence Report every year by July 1; EPA's Find Your CCR tool links to it. You can also search your ZIP code in the EWG Tap Water Database. If you're on a private well, test it through a state-certified lab, especially for arsenic, nitrate and bacteria.
